Combine the dry ingredients in a large bowl. Whisk.
Add the eggs and the milk. Stir to combine. The batter should be the consistency of a thick pancake batter. Add more milk if the batter is too thick.
Add in the corn, cilantro, and Cotija cheese. Stir to combine
Use a spoon or a cookie scoop to add the corn fritter batter to the oil. Fry for about a minute, and then use a spatula to flip the fritters over. Press each fritter gently to flatten them.
Remove the fritters from the oil and place them on a paper towel-lined plate.
Mix the ingredients for the sauce together in a medium bowl. Serve the corn fritters with a side of spicy aioli.
